Executive Directors

Patrick Smith
Chairman
Patrick Smith is the Executive Director of Government Affairs for The Rogich Communications Group. He represents gaming, entertainment, development, health care, and transportation clients on local, regional, state, and federal levels.
Originally from Wisconsin, Patrick has called Las Vegas home since 1990. Patrick graduated from Bonanza High School in 1992 and then attended the University of Nevada Las Vegas, earning an undergraduate degree in Corporate Communications and a Master's degree in Public Administration.
Patrick started his professional career with the Southern Nevada Water Authority/Las Vegas Valley Water District, then on to Caesars Palace before spending six years with the City of Las Vegas in the City Manager's Office. While at the City of Las Vegas, he served as a City Council Liaison, Management Analyst, and Legislative Advocate.
He was selected as one of NPHY’s Board Members of the Year for 2006. He was also named “Top 40 Under 40” in 2007 by In Business Las Vegas. Additionally, he serves on the Board of Directors of Class! Publications, a monthly publication written by, for, and about high school students in Clark County.
In his free time, Patrick has a terrible golf game and enjoys traveling and cooking for his friends and family.


Marcus Conklin
Chairman Emeritus
Assemblyman Marcus Conklin received a M.A. in Political Science from Midwestern State University and a B.A. in Economics and Political Science from the University of Redlands. His hobbies include reading, fly-fishing and swimming. Marcus is a founding board member for the Nevada Partnership for Homeless Youth and is also affiliated with the Chamber of Commerce and United Way.


Jan Cohen
Vice Chairman
Jan Cohen received a BA in Secondary Education, MA in English, JD. Jan has been practicing law for fifteen and a half years in Las Vegas, including litigation, administrative, commercial, utilities law. Formerly, she was a Child Advocate of Nevada as part of the Attorney General's Office, and part of the founding board of the Nevada Partnership for Homeless Youth. Jan presently is a hearing officer and assistant general counsel of the Public Utilities Commission of Nevada.


Paula Lawrence
Secretary
Paula is a graduate of Cal State Fullerton with a Bachelor of Arts degree in Communications and attended the prestigious MBA program at Pepperdine University. She is a member of ASIS Security association and past board member of the American Marketing Association. Paula has been a resident of Las Vegas for nine years and is the General Manager of an elite Private Security Agency. Paula and her two daughters are sports enthusiast who most recently are working on their golf game.


Lance Coburn
General Counsel
G. Lance Coburn is a shareholder in Lionel Sawyer & Collins' Litigation Department. His practice focuses primarily in the areas of commercial litigation, complex civil litigation, media law and health care law. Mr. Coburn has worked as a staff assistant to U.S. Congressman Bernie Sanders where he analyzed policy issues ranging from international trade to healthcare, and assisted the Congressman's press secretary with preparing press releases. While in law school, he worked with the California Dental Association as a legislative analyst. He assisted lobbyists in promoting the Association's legislative agenda, coordinated a comprehensive review of California's Dental Practice Act, and drafted proposed legislation which eventually revised the Act. Throughout college, Mr. Coburn enjoyed a career in bicycle racing, competing at an international level.

Dr. David Bass
Dr. Bass completed his undergraduate studies at the University of Nevada in Reno, Nevada. In 1985 he graduated with a Bachelors of Science Degree. In 1990 he received his Medical Degree from the University of Nevada, School of Medicine graduating Alpha Omega Alpha. He obtained his Diagnostic Radiology Residency at the University of New Mexico. He is a partner is Desert Radiology. Dr. Bass is a life long resident of Nevada and enjoys spending time with his daughter and playing golf.


James Campos
Nevada Consumer Affairs Commissioner
James Campos has served in both the public and private sectors, working in such industries as publishing, telecommunications, strategic business consulting, political campaigns and as a professor.
His business background gives him expertise in marketing, international business, human resources, management and strategic analysis. Campos holds both a Bachelor of Arts and a Master of Science degree from the University of Maryland, a Master of Business Administration from the University of Glasgow, Scotland, and a post-graduate business certificate from Georgetown University in Washington, D.C.


Christina Dugan
Christina Dugan, Las Vegas Chamber of Commerce Director of Government Affairs, oversees the Center for Polling and Research. Christina has an extensive statistical research background and legislative and grassroots experience. She worked as a teaching assistant at the University of California-San Diego and participated in research projects. In government relations for Tosco Corporation, she was responsible for the oil company's Political Action Committee (PAC) and grassroots efforts. She also worked for the Washington, D.C. lobbying firm, Van Scoyoc & Associates, on tax and pharmaceutical issues. Christina graduated magna cum laude from George Washington University with a B.A. in political science. She attended Southern Methodist University Law School, and graduate school at the University of California at San Diego and the London School of Economics.


Mark Fiorentino
Mark received his Juris Doctorate in 1992 from Drake University Law School, where he graduated Order of the Coif. He received his Bachelor's Degree in business management in 1986 from Arizona State University. A partner at Kummer Kaempfer Bonner Renshaw & Ferrario, Mark has practiced administrative, zoning, gaming, licensing, and government relations law since 1992. He and his wife Kristal enjoy little league, fishing and dance with their two children.

Chris Kemper
Chris Kemper is Director of Administration of Herbst Gaming and Terrible Herbst Oil Company. He joined Terrible Herbst in June of 1993. Chris attended Mesa Community College where he earned an AA degree in Fire Science. He also attained a Bachelor's Degree in Business Management from Arizona State University.

Ted Olivas
Ted Olivas is currently the Director of Government & Community Affairs for the City of Las Vegas. In this position, he is responsible for Federal, State, and Local lobbying on behalf of the City. He is also responsible for working with the local community to identify opportunities for expanding the City's goal of maximizing their open and inclusive form of government. Ted has lived in Las Vegas most of his life and has a Bachelors of Science Degree in Business Administration and a Masters of Science Degree in Procurement and Acquisition Management. While Ted's recreational interests include travel, snowboarding, running, and deep-sea fishing, his personal priorities focus on his wife, Melissa, and his twin sons, Tony and Trevor.


Tony Sanchez
Tony Sanchez Joined Sierra Pacific Resources as corporate senior vice president in August, 2007. He has served as associate legislative counsel handling energy and natural resource issues for Nevada's then-U.S. Senator Richard H. Bryan (1992-1995) in Washington, D.C. He was assistant general counsel for the Nevada Public Utilities Commission from 1995 to 1998 before becoming executive assistant to then-Nevada Governor Bob Miller. He joined Jones Vargas at the conclusion of Gov. Miller's term in 1999, where, before coming to Sierra Pacific Resources, he was a partner.
Sanchez is a 1988 graduate of the University of Nevada Las Vegas with a B.A. in Political Science, and received his law degree from Arizona State University in 1991.
Sanchez currently serves on the boards of the Latin Chamber of Commerce (president 2002-2004), Paramount Bank of Nevada (director), Nevada Partners, the Latino Bar Association, UNLV Alumni Association, the Nevada Tourism Alliance and Clark County Pro Bono Foundation. Sanchez and his wife, Elaine, reside in Las Vegas with their two children.


Colin Seale
Youth Advisor

Colin Seale is a Management Analyst II at Clark County's Department of Family Services. After graduating with a B.S. in Computer Science from Syracuse University, he taught middle school math in Washington D.C. as a Teach for America Corps member. Originally from Brooklyn, NY, he moved to Las Vegas in 2007 after receiving his Master's in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. In addition to serving the Board as the Youth Advisor, Colin is active in the community as the Treasurer of the Las Vegas Chapter of the National Forum for Black Public Administrators and Treasurer of the Theta Pi Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. A lover of the arts, he enjoys playing piano and the guitar, and he teaches hip-hop dance classes at the UNLV Student Wellness and Recreation Center.

Laura Jane Spina
Laura Jane Spina, RID currently serves as the CEO of RAFI: Planning, Architecture and Urban Design and Fielden & Partners Interior Design. Her companies having celebrated over twenty years of success serving the public and private sectors of Las Vegas. Laura Jane is a proud graduate of UNR. Her passions are children, education and libraries. Although Laura finds herself spending many late nights running her two companies and tending to her many philanthropic activities she is a mother first and foremost. Laura Jane thanks her husband Lane, Parents Bob and Jane, and two sons Trevor and Kyle for all her success in life.


Tod Story
Tod Story graduated from Las Vegas' Bonanza High School in 1987 and attended UNLV and earned a Bachelor of Arts degree in Communication Studies, with emphasis in public relations and political science. Tod is responsible for the founding of UNLV College Democrats, which he served as President since its inception in 1995. Tod organized students for two of former President Clinton's visits, while raising funds for the organization. In 1996, he led a group of students to the College Democrats of America Convention. Since graduating UNLV Tod has worked as a Constituent Services Representative for U.S. Senator Richard Bryan, and as District Director for U.S. Congresswoman Shelley Berkley.


Kelly Woods
Kelly comes to the Nevada Partnership for Homeless Youth from The Clark County Department of Parks and Community Services. She is a graduate of Eastern Michigan University and holds a Bachelor of Science degree in Education. She is a nine year employee of Clark County where she serves as the Program Supervisor for their mobile outreach recreation programs. Currently, Kelly is a member of the Nevada Recreation and Park Society, The Southern Nevada Gang Task Force Committee, and the O.N.E. Neighborhood Community Collaborative. She has also served as a past board member of the Gay & Lesbian Community Center of Southern Nevada. Professionally, Kelly continues to pursue graduate studies and participate in efforts which promote positive choices for Southern Nevada youth. Personally, the former Physical Education Teacher and coach considers herself an advocate for youth and an avid "hoops" fan.
